Passport Processing Times Return to Pre‑Pandemic Norms

The U.S. State Department announced on December 18 that passport processing times have returned to pre‑pandemic levels. Routine applications now take six to eight weeks. Expedited service, which carries an additional $60 fee, provides processing in two to three weeks.

Staffing and Operational Improvements

In a public statement, the Department noted satisfaction with meeting the processing benchmarks last reached in March 2020. The announcement credited this improvement to the efforts of personnel serving the American public.

Earlier this year, passport processing faced delays due to lingering pandemic‑related challenges and a sharp increase in international travel. In July, routine processing times ranged from 10 to 13 weeks. Expedited cases took seven to nine weeks. During some weeks in the summer, the Department received nearly 400,000 applications.

The spokesperson also reported a 12% staffing increase since December 2022, with more hires on the way. To manage demand, existing staff contributed tens of thousands of overtime hours, with 30,000 to 40,000 overtime hours approved each month from January through October 2023. Volunteers from multiple units, including retirees and new hires, joined surge teams to support passport adjudication before transitioning to other duties.

Growing Passport Demand

Statistics show a steady rise in passport ownership among Americans. Today, about 48% of Americans hold valid passports, compared to only 5% in 1990. More than 160 million valid U.S. passports are in circulation—nearly double the number from 2007.

Although Transportation Security Administration screenings continue to reach record highs on some days, signs suggest a slowdown in the post‑pandemic trend of “revenge travel.” Travelers appear to be adjusting their budgets as the economy cools.
