EAD Outreach Campaign: DHS Launches Nationwide Notifications

Understanding the New EAD Outreach Campaign

The Department of Homeland Security has launched a nationwide EAD outreach campaign to remind eligible noncitizens to apply for work authorization. This effort aims to reach individuals who qualify for an Employment Authorization Document but have not yet applied.

DHS reports that USCIS has already sent hundreds of thousands of email and text messages. These notifications appear in English, Spanish, and Haitian Creole. USCIS plans to expand communication to Ukrainian and Russian soon. This broad outreach reflects the agency’s goal of increasing awareness among eligible individuals.

Who DHS Is Contacting Under the Campaign

As of September 13, 2023, DHS has contacted several groups. These include individuals paroled through the CHNV processes and the Uniting for Ukraine program. DHS also reached out to those who received CBP One appointments and presented at a Port of Entry. Additionally, the agency contacted applicants with pending Form I‑589 asylum applications. These groups often qualify for work authorization but may not realize they can apply.

Asylum applicants may request an EAD after their application has been pending for 150 days. However, USCIS cannot approve the EAD until the application has been pending for 180 days. This timeline often creates confusion, so the EAD outreach campaign helps clarify eligibility.

Temporary EAD Extensions and Upcoming Deadline

In May 2022, USCIS introduced a temporary final rule to address processing delays. This rule granted certain renewal applicants an automatic 540‑day extension. Many asylum applicants with recently expired EADs benefited from this extension. However, the extension ends on October 26, 2023. Applicants must review their status and prepare for upcoming deadlines.

Noncitizens who have not yet applied for an EAD should act promptly. They can contact an immigration attorney or visit the USCIS website for guidance. Understanding the EAD outreach campaign helps applicants avoid delays and secure work authorization.
